When Hong Kong was reoccupied it was proposed to defer till a future date consideration of the purchase of the Revenue from rents of Town Lots. But there afterwards some of these Lots for which the Parties found that they had bid too much and they would neither improve their Lots nor pay the Rent. It was thereupon agreed that they might surrender these Lands on paying up the arrears of Rent. I think that no better course was open to the Government, The nominal Rental however thus given up prospectively would have been upwards of £550.
The present Despatch contains a Proposal of further surrenders on the same link, of Lots upon which the annual Rental is £778.
